If I want to pvp, the better level is 120 or 125?

It doesn't really matter anywhere as much as people think. I've been able to find matches (arena, at least) without difficulty in pretty much every bracket. I'm sitting at 265 right now and finding matches in only a few seconds.

But now that I am in the arena, team formation and multi-player battles are relatively slow. Only one-on-one duels are faster.

Just go for 138 and get the best of both worlds.

125 is not the Meta but you will find plenty of pvp still at those level , 150 will become even more popular come DLC, like by the fall you will see majority 150+ pvp imo

Maybe not. The regions in the DLC may not award Runes, but rather an alternative form of experience that empowers you only within the domain of the DLC. Thus, I suggest 138 which allows you to pair up against both 125 and 150.

I don't think you'll see any difference between 120 and 125. If you're into honorable dueling, go for 125; that's the tourney RL.
