FIX: Disable Re-Size Bar and 4G Decoding (BIOS)

Better fix:

VKD3D_CONFIG=no_upload_hvv %command%

:steamthis: Add this to the launch options and re-enable Resizable Bar and Above 4G Decoding. Note that this can fix frame drops and general poor performance in some other DX12 games on Linux as well.

I had the same issue (also with Oleg & Engvall) until i disabled SAM in my Adrenaline settings. (didn't disable it in the BIOS tho) Since then, no more fps drops. :praisesun:
