It is very strong, and it always has been. Though for PvE purposes i would rather recommend the Moonlight Greatsword later down the line, when you can get it.

To boost the damage of the Moonveil Weapon Art, you can use the Shard of Alexander and the Magic Scorpion Charm if you do not mind the increased damage taken.

Graven Talismans only affect sorceries, never weapons.
