Its based on poise, so anything that increases poise will increase hyper armor. Naturally, heavy weapons have the highest hyper armor. Serpent spear has some insane hyper armor on all of its attacks

Hyper armor comes exclusively from your weapons current attack. Generally big and heavy weapons have the best hyper armor. Ashes of war are another way to get hyper armor. Lion's Claw for example is one of if not the best hyper armor attack in the entire game.

this explains it pretty well. Note that hyperarmor is a bonus to your normal poise, which means you need to add that hyper armor poise bonus to your normal poise to know wether the attack will stagger you.

here are the poise damage values of different attacks in PVP:

What this means is that even if your weapon creates almost no hyperarmor, if your poise value is high enough, you might still not get staggered. i just learned this recently myself.

Poise and large weapons.

The Fallingstar Jaw for example has immense hyper armor and will probably win any trade. Same with Ruins Greatsword and the big ol fire mallet.

The closest answer.
Guys. I know how it works.
So I CANNOT do anything to make daggers trade with colossals.

No. You'll still get staggered from colossals if you're using daggers no matter what. It'd be stupidly OP otherwise.

Well, there is 1 option, take the Endure ash of war and temporarily have pretty much infinite poise for a few seconds. Pop that and then put people in a blender, hits real hard. You can wear medium armor if this is your goal too so no need to put on ultra heavy armor for it.

2-handed jumping R2 is probably your best bet, if you hit them before they hit you, their poise will be broken as you will do 396 poise damage and they will likely only have around 260 poise with the hyper armor bonus.
Pick up a colossal weapon and you will get it

The wild strikes ash of war grants insane amounts of hyper armor. Combine it with a

And you will even outheal some damage without getting staggered.
