Does keeping great turtle shell increases stamina recovery

Even when I'm double power stancing with my both weapons and keeping turtle shield in my equipment right hand 3 slot

No. It has to be equipped for the buff.

It has to be in one of your active hand slots, but you can two-hand whatever weapon is in the other slot and still get the buff. Same for any other shield or weapon with a passive effect.

Indeed. Some builds I do one of the passive shields in my offhand more for the aesthetic than anything. Icon Shield also looks fantastic with any kind of knight build honestly.

Well since you mention it, I've been playing around with colossal and board lately. I still need to figure it out but I'm having fun.
