Can phantoms use Margit's shackles?
The host called me into his world, but the shackles did not work on Margit from the beginning of the game. What's wrong?

Yes they can, Mogh and Margit shackles.

I don't have problem with reading wiki :-)

But from my experience alone I can tell you shackles
can only be used in first phase and just two times.
