Looking for ANY solution to stuttering
The game is basically unplayable w/ stuttering; note: stuttering, not framerate issues. I have a Ryzen 9 5950X, a GeForce RTX 3080 TI, and 32GB of RAM.

Things I've tried:
1. Uninstalling and reinstalling graphics card drivers.
2. Updating Windows 11.
3. Uninstalling and reinstalling the game.
4. Installing the game on both my SSD and NVMe SSD had the same result.
5. Setting graphics to LOW.
6. Disabling Ray Tracing.
7. Locking my monitor refresh rate to 60Hz.
8. Trying both Borderless Window and Fullscreen modes.
9. Windows Game Mode enabled and disabled.
10. Disabling every possible on-screen overlay.
11. Reinstalling VC Redistributable.
12. Locking frame rate to 58/59.
13. Disabling anti-cheat.
14. Playing in offline mode.
15. Disabling virtualization in the BIOS.
16. Playing with a wired controller vs wireless.
17. Playing with mouse and keyboard and no controller connected.
18. Forcing VSync, triple buffering, and threaded optimization in nvidia control panel.
19. Setting shader cache to unlimited in nvidia control panel.
20. Deleting my shader cache.
21. I've run memtest and furmark to ensure system stability, but I've had all of these parts for the last year at least.
22. I've also tried to rollback to the last 3 nvidia graphics drivers.

Of note, while playing the game I noticed the steam shader cache folder for Elden Ring actually stays at 0kb and never grows at all. I suspect there is actually a bug in the game and its just permanently compiling shaders.

I had NO issue back at launch.

Damn man. So many of these on the ER forums. I just started playing this game and upon first attempt at playing, I had massive frame drops & stutter issue making it unplayable but after going down a similar vain as you did, I eventually found out it was Riva Statistic Server's fault. As soon as I removed that, I've been good ever since.

The last thread I participated in regarding similar struggles, I believe the OP resolved it by making a new windows profile. You can always try that and see if it resolves it. If not, at least another notch on the troubleshooting belt. 😅

Make sure ram XMP is enabled in bios.
Check that your CPU cores arent being parked (open resource monitor, itll say beside cores e.g parked), if they are look up a video how to unpark cpu cores win 11. Mine happened to be.
Disable any game or software overlays/recordings.
Delete/disable any 3rd party polling software.
Disable or exclude Elden Ring from your Anti Virus.

Also check your cpu/gpu temps. Make sure all the cables are seated correctly! Hopefully you figure it out

Many issues with windows 11 on o link is dark breed he is the go to forum IT helper and he knows his stuff.

Try disabling Root enumerator
> close the game, go to device manager, Sofware devices ,and search for "Microsoft Device Association Root Enumerator"

It did helped me about half year ago

2 years later and people are still having this seemingly unsolvable problem... can we chuck it down to poor optimization on the devs part yet?

im coping hard that they included a fix in the DLC, but i dunno.
my workaround all this time has been alt-tabbing in and out real quick. seems to soft-reset the game and remove stuttering and frame drops.

what is this riva statistic server thing though? some kind of malware?

it is not unsolvable but there are a lot of possible causes and you need a lot of knowledge to solve a stuttering issue with this game.
RTSS is a tool that comes with MSI afterburner and it make problems from time to time, like crashes performance issues and stutters.

so far i have identified more than 60 possible causes for stutters and a lot of them are really complicate to narrow down for normal users.

ultimately, i think its a bit unfair to put it on the user if the problem is really that complicated.

exit steam and close it, launch it again in administrator mode, this helps with things sometimes, i"m too dumb to explain why but smart enough to recommend it.

DUDE THANK YOU, I WAS SO PISSED FOR LIKE 2 WEEKS TRYING TO FIGURE OUT WHY MY ELDEN RING WAS STUTTERING SO MUCH. IT WAS RIVATUNER THE ENTIRE TIME

For me, disabling anticheat reduce stuttering almost to 0.
