Yes and no. A lot of those types of sites get their keys in bulk. Some from legitimate sources, such as Third World countries where the prices of the games are significantly lower. Others are from more suspect sources such as being bought with gift cards they buy from scammers, or even directly via stolen credit card info.
It's a form of money laundering. In select cases your account will get flagged as being part of (willingly or otherwise) the scam and you lose access to the game or - in rare cases - your account entirely.
You could get lucky and never have a problem. You could also risk your account.
Being a third party site, there's always the chance the game key doesn't work, was already used, etc, but I've purchased maybe 25 games from there, as well as a few cheap Windows keys and never had any issues.
