I had a GPU once that reached those temps, but it turned out one of the fans broke. So that can be one reason.
However, if it's a laptop, then yeah it's "normal", and that's why gaming laptops are such a meme.
What are your other temps, CPU, RAM even your SSDs. If the case is the issue then they will be higher than average as well. I assume the GPU you have now was a brand new one? What's the full name of the GPU if its not the founders edition?
There are loads of good cooling cases available, and there are loads of really bad ones. Heat is what will eventually kill your PC, and the case is the most important part of your cooling system.
