I would try to invade at RL 60 with a decent equipment setup, for at least a little while. Select the option to invade anywhere, since RL 60s could really be anywhere. Increase your levels as you go. Stop at 150 if you wish to match with others efficiently.
Invading a precise area and level range is pretty difficult in this game, because you're competing with others who selected "anywhere".
Those status rings I believe indicate the "multiplayer-enabled" player count in each area. The colored ring's diameter may be proportionate to the others, or it scales with the actual volume.
Password play is another story, and nothing matters there. I was level 75 with a +9 weapon and paired up with my cousin's brand new character.
