It is the third best seal with optimal stats but requires a weird mix of stats to make it really good. We can openly say that it is the third best seal of the game, and the spells like frenzied burst are actually amazing.

Picture casting this with double frenzied flame seals, Godfrey icon, flame grant me strength and faithful flock talisman.....best snipping tool in the whole game.
But anyways, if this is your first rodeo i recomend you to focus in something else. I know the whole Super Mario bros part jumping from grave to grave was dismal and painful....and this is what you get as reward.....but use whatever your stats allow.
Edit: You can always use the seal as off-hand to get the 20% pasive bonus to frenzied flame school of incantations and cast with other seal giving more raw incantation power.
Yes, the stats demand makes my Gaurdian Swordspear quite bad so I think I will use the Order seal for now.
Some seals grant a passive 20% to certain school of incantation. Just by having it equiped so yes, cast with whatever seal gives you more incantation power and have the other one just for the pasive bonus.
Later you should aim to dual-wield whatever seal you want to get double bonus, they stack.
Is it only the Seals that work like this or do the Staves like the Meteor Staff do this too?
The same applies to certain weapons with similar effects, like Cinquedea, or Sword of Milos.
