this sounds like something is really wrong with your system we need event logs to help you. specific i need some more informations to pinpoint the cause for a system fault.
he has a damaged windows system, windows can no longer run executables without a full path in use this points to a infection with a malware or virus that screwed up the core registry, since it looks like he get the same problem at a new administrator profile too there is only one way wipe the system start a new installation

a IRQ_not_less_or_equal simply means there is a systeminteruption at a unexpected point nothing more there are several thousand option why it happen but:
he get this error during installation of EAC:

i have analysed this problem before about a year ago and there the system was infected with a malware that manipulated the core registry by add to any exe file you want to run itself except you use a full path notation
btw it got resolved by a clean windows installation and this guy had exactly the same problem with BSOD IRQ_not_less_or_equal too

for what its worth scanning memory cant hurt and should be done anyway.

you did not recognized that i alone fixed nearly 2000 problems here and my expertise is far above your googledido stuff, last words you are blocked now, study computer science and work like me 26 years in this area maybe than you can talk about stuff you do not understand actually.
My humble guess is you are currently using an nVidia GPU and don't have latest drivers installed. Also, the second most common BSOD error is "DPC_WATCHDOG_VIOLATION" (gpu time out). Hope this helps
