Not sure if it's possible to reset achievements.
"Browse Files" just opens the game data location. On modern games, your saves are usually in your APPDATA folder which is tied to your Windows user account.

This will open your APPDATA folder. Open the EldenRing folder then the folder with your Steam user id which looks like a bunch of random numbers. In that folder will be your save, the last backup save, and the Steam Cloud metadata file. Backup the save files to a safe location and then delete everything in the folder. Just keep in mind that you should disable cloud saves for Elden Ring first. Otherwise it may restore your save when you try to create a fresh one.
I honestly didn't know that. I always thought SAM was just for "cheating" in some achievements. I'll have to keep this in mind.
As a side note, I believe it's possible to enable the Steam client developer console to enable test mode to activate / deactivate achievements, but it seems like a much more involved process. If SAM can reset the achievements though, I'd say to just use it instead.
2. Uninstalling via Steam Client does not remove external (i.e. mod) files.
