I actually haven't been paying attention to the fps, I have just been playing and its awesome.
The only "issue" is that some of the areas are really dark int he caves and its hard to see when im playing in a bright sunny area
Even with very low graphical settings, ER asks for good chunk of TDP in order to run properly.
So, yes it is running, but abstolutely not optimised, it is a big no for me, refunded.
60FPS is completely out of the question on the deck. 40fps/40Hz is somewhat attainable and feels a lot smoother, than 30 on a smaller screen, but frametimes will never really be stable in the open world, it draws a lot more power/battery and requires a serious drop in graphic's quality as well as a tool, called CryoUtilities 2.0. The creator of that tool also has an Elden Ring Steam Deck-performance video.
If you also have access to the PS4-version, try playing that version on your PS5 instead. It's backwards compatible and tends to run a lot smoother, than the PS5 version.
