[Solved-ish] Chelona's Rise - 3 turtles won't spawn

I just returned to this save after a year of hiatus. Chelona's Rise is still sealed but interacting with the imp does't spawn the turtle.

Did they make it so that in a recent patch the turtles you've killed won't respawn even if you reset? I can't remember killing the turtles yet but the grace has been activated already which might mean i tried doing this before.

EDIT: I couldn't find the cliff turtle (nearest to the tower), so my common sense was telling me it's bugged--i tried finding the 2nd turtle to the east and still no dice.

i read a comment that said they patched the turtles so that once you kill them, they don't response.

I visited the turtle spot near the evergaol north-westesternmost of that area/north of the tower. Apparently, that's my last turtle.
