Upgrade Level for a lvl 100/60 character?

I wanna try some not-meta-level invasions as well as do some jolly co-op and dueling. Going to try a quality "Bloodhound Knight" build, but may try other builds too. I just wanna know, what upgrade level would I need for those levels? At lvl 100, I'd assume nobody would be at max upgrade level, normally... Any thoughts on where I should go for either level?

If you are level 100, you can invade people up to level 130 so you would landing right in the pvp meta of 125. If you want to stay out of the meta range at lower level, I'd say stop at level 90 and don't upgrade above +18 or +7 for somber. That will limit you to invading up to 119 with +24 weapons.

I thought meta was 150? Every 'meta' build I see is 150. But, that's also a good point. +18/+7, and 90. With the intent of using Bloodflame Blade, but mainly just being a Bloodhound Knight, otherwise?
