As long as you aren't a low level min-maxer that's true.
I might be alone in this... but starter class doesn't matter much. Just do what needs to be done and respec later.
Starter classes only means something if you have a clear goal or/and don't want to respec ever.

Put in the stats you want and either of those will tell you which is the most efficient starting class.
I wish it wasn't 10 across the board, I regret making one because of that. No build would want 10 of every stat, that's prob the one I'll take to NG+ tho.
That's why I love it though ... (10) is the baseline and even when I briefly played as a vagabond my first stat points went into getting my weak points up to (10).
Because let's be honest for a moment ... min-maxing stat points isn't nearly as important as people seem to think as long as you meet the min requirements for whatever you are using.
