It's really subjective, though. I'd say if you've beaten the game before and have a grasp on all the mechanics, you could start aiming for under 100 with a simple build.

I would second this: imo a new player would really struggle with the endgame if they had less than 40 vigor, 20ish endurance, and less than 60 in a primary damage stat, which should put you at about ~90 levels of stat investment (around level 100). Obviously if you invest into mind or endurance more heavily, or if you need the boost that 60 vig provides, you'd need to be a higher level (like 120-130+)
