No weapon is better/best, period, as it depends on many factors whether it's optimal for what you're trying to do or not
Also, the lower dexterity requirement means that 4 different classes can use it without investing points into dex by using Radagon’s Scarseal.
This would be my 2nd choice.
EDIT: 20 runs and still no omen cleaver. God I hate farming for gear in this game.
I personally never liked the look of its blade or Bloodhound's Finesse, but I don't hate it. But I always try to have one early-game weapon that takes somber smithing stones. And it's fun to see PvP videos of people falling off bridges when they use the skill.
This is why it's not my #1. I have Omen Cleaver on characters that don't need it. And not on characters that would use it.
Some will say that blasphemous blade is better but aside from the healing that it provides, it gives less damage for more fp cost per use. Scales with faith/dex/strength.
Zamor curved sword is a good replacment against anything that is resistant to fire. Weapon art is a large frost-cloud aoe that breaks poise on enemies that can be frostbitten. You only need dex and strength to use it.
Morgott's Cursed Sword 3rd option, to bleed and stance breaking enemies, you can slash twice and get a 2 fire explosions in the air as well. Scales with arc/dex/strength.
