I have tons of hours in my local emulated Black Desert Online, it's a great game with out the korean pay to win.

I played quite a bit of Diablo. Forgot mentioning them cos they are isometric and not open world. Not touching Diablo 4.
Wo Long is at under 50% positive. Seems to run very poorly. My GPU is also not great.
Nioh has build variety? I thought you can be just dude with sword. You have different weapons, magic, ranged combat, dual wielding, shields?
The combat in Dragon's Dogma doesn't seem very good. Is it good? There also seems to be a lot of story.
Nioh has lots of different weapon types skill trees and magic it's honestly a hybrid of diablo and dark souls.
Dragon Dogma has a story but you can skip it and still have a ton of fun. Combat is great especially magic. There is even procedural content to endlessly kill stuff.
Also another thing has come to my mind and that is Monster Hunter, you did say your GPU wasn't great so i don't know how you'll handle MONSTER HUNTER: WORLD but monster hunter rise is still fantastic, and it does have a story but i don't think ANYONE actually cares the main draw is hunting and killing giant monsters so just skip that stuff.
Elden Ring has a big open world and most Souls Games are quite linear with fixed levels/areas.
But more or less similar games.

My GTX 1080 was not fast enough... had only 49fps on low details WQHD FSR2 quality
Now with 2080TI i have 83fps on high quality with DLSS quality setting.

But it has really good combat.
My GTX 1080 sometimes had a bit of problems on max details... so if you have bad GPU this can be too much (depending on what you mean with bad)

Sci Fi Dark Souls with low budget
Its more like Dark Souls 2 in Space.
Has good combat, pretty much no cutscenes or dialogue and the exploration feels nice. A ton of skills and multiple weapon types you can use. And it's a fantasy setting.
It also has survival elements but as someone that usually hates survival games I still loved it.
It's in early access though but it's very polished and has more content than other full games.
Dragon's dogma is very hit or miss, personally I loved it but it has a lot of flaws as well.
Nioh 2 is also amazing and checks all of your boxes. The best combat system I've ever seen, a lot of builds and the story is a very small part of it.
There's also Lies of P and Lords of the Fallen(not the 2014 version) coming pretty soon. They look good to me so wishlist them if you're interested
Diablo in Witch Hunter Salem like dark fantasy style.
Lots of build options (with all DLC, I think it's 10 classes(?) you can freely mix two of)
Combat is... ARPG though.
No actual MTX, but lots of pricey expansions.
Still my personal favourite ARPG in the original "Diablo-genre".
Titan Quest was good as well (and even got polished up and got the same pricey expansion treatment somewhat recently), difference is TQ is Greek myth based (mixed with other ancient mythology styles, especially in DLC) and with no blood for some inexplicable reason.
But it's great if you want to cosplay a mythological Argonaut or something,
So if Diablo was your thing, can't recommend Titan Quest / Grim Dawn enough.
Just to add something not yet mentioned, I see some good recommendations up there.

Well he listed some criteria and diablo does fit in most of them.
Though I wouldn't really call diablo gameplay ''great combat system''.
OP also used Kingdoms of Amalur as a qualifier for their bullet points, so...
Grain of salt type of situation at best anyway.
But about the topic, people already mentioned most of what we got which are also mainstream games, all that I know that's left either is not a Fantasy setting, not 3D or third person, or doesn't have the same level of combat we are talking about, like Witcher, Dead Cells and Elder Scrolls (This is more like Amalur minus the combat animations).
But OP should try Remnant on harder difficulties, Dragon's Dogma with some mods, and NIOH, which I didn't play it yet, but I know is worth it.
