edit: just checked Days Gone and HDR detection works fine in that game.
When I start Elden Ring there's like a split second it's fine then it gets washed out. It's weird.
I didn't have issues before but it seems like an update broke it. Again all my other games are fine.
It's never getting fixed. All that works for me, if you have multiple monitors, turn off the monitor you won't be using to play and restart the pc then launch the game. Sometimes it will work fine for that one time.

Restarting is the only available fix I've found that works. It'll start happening again in the future - seems opening certain other apps triggers the washed out look. So you'll have to repeat restarting your PC.
even your problem is related to a computer setup problem and not the games code, so far elden ring is the only game at the moment that is using directx 12 api only, there is no direct connection of the game with the gpu driver like at dx11 games or games that use a direct connection to the gpu driver for hdr and raytracing.
And yet when this is happening to Elden Ring and Sekiro - I can open and turn on HDR in multiple other games and they work just fine.
I have never NEVER had to close down my entire PC just to get the HDR up and going again for any other game other than Elden Ring and Sekiro.
the problem is you have no clue about how to check what is going wrong, the evidence is clear a computer restart fix your problem means something at driver side is malfunctioning and only a restart of windows loads the driver again correctly until the driver malfunction again for what ever reason.
check if the problem disappear by deactivate fast start, if this is the case your GPU drivers directx HDR binding is the problem and fail at a fast start wake up.
