Alt+enter is a shortcut to change any full screen app, into windowed, and vice versa, and in the past doing this has fixed similar issues for me.
this problem is caused at problems with the Display profiles in your GPU driver. there is simply no profile for 60Hz for the resolution you want.

I'm not entirely sure what you're saying. My monitor is set to 144hz refresh rate. Do I need to make it 60? Is there any way to fix this issue? I didn't have this problem with my previous computer, and that used the same monitor I'm using now.
this game only supports 60 Hz in fullscreen without a 60 Hz profile for the resolution you want you simply can not choose a other resolution than your monitor native accept with 60 Hz (800x600 corner).
for what ever reason no 60 Hz profile for the resolution you want exists at your GPU driver settings.
why at your old computer 60Hz profiles where installed, i can not check or know, fact is this game is capped to 60 Hz and it let you only choose a resolution if a 60 Hz profile exists.
For unrelated reasons I had to repair my Windows install, and that fixed many other problems my computer was having, including this Elden Ring bug. It's weird and frustrating because like I stated above, I was on a brand new system I already manually installed Windows on the first time, but I guess something went wrong during setup or something so a Windows Repair fixed it.
Fixed by using NVIDIA App:
manually set Broderless and correct resolution there (arrow near Optimize btn) and clicked Optimize
