Simply put, Arcane scales bleed/poison build up.
Blood affinity simply adds bleed buildup. Useful if you don't already have bleed buildup on a weapon. Dex will not scale bleed build up
Occult gives your weapon a higher Arcane stat so you can scale bleed/poison build up.
Radagon/Elden Beast are actually immune to blood loss. But if you wanted to get really high bleed build up going Occult then scaling Arcane would be the way to go.
Remember that there are soft caps for each stat. Not sure how the soft cap for Arcane effects build up.
In short, if you're not trying to proc bleed with a bleed weapon, you're doing it wrong. Leveling the other stats isn't useless though. They absolutely should be leveled too.
