Cast your gravity spells with Demi-Human Queen's Staff and hold Meteorite Staff in your other hand for the damage bonus.
Are you familiar with this site? I didn't know about it when I was leveling up. Instead, I kept all of my staves upgraded at the same level, and my results were consistent with this site.
Even with fully upgraded staves (+10 / +25), the Meteorite Staff wins for Gravity Sorceries at 36 INT.
For non-Gravity Sorceries, Demi-Human Queen's Staff +13 (and higher) beats the Meteorite Staff at 36 INT. Below +13, the Meteorite Staff wins.
The Academy Glintstone Staff beats the Meteorite Staff at +14 and higher for 36 INT for non-gravity sorceries.
Regarding the D for strength scaling, that's just for melee damage. Strength does not affect the sorcery scaling on any staff.

And as Jouni mentioned, I spent most of my Astrologer Sorceries playthrough double-staffed. It's pretty cool.
