You can always use VSYNC or Adaptive-Sync. Do you maintein the 60 FPS you limited? Screentearing always shows up if your FPS drops to low.
My issue isnt to do with stutters or low FPS, more so the opposite.
No I have an I9-11900k, 3080TI, 32gb DDR5, games installed on a 2tb NVME M.2, Maybe i need to limit the game to 59 frames? I'm really at a loss because i literally am locked at 60 without any fluctuation and its just constant screen tearing.
Fullscreen may force your monitor into too low refresh mode and cause trouble.
So Ive gotten some time to sit down and play some hours on elden ring and i can confirm this was the fix for me. Unfortunately it messes with the colors of the game because i have my dekstop colored different from my games but i can make that work much easier then constant tearing.
Im playing on 2560x1400
also i have RTX 4070 super with i5 13400 cpu i dont think it should have any issue running this game smoothly
