What is the best staff for 99 intellect? I checked the damage for both staffs and for some reason it turns out differently on the same monsters, that is, those monsters that are standing - fixed damage, and those that move, maybe more for the first and less for the second, and versa. I did not understand how it works, so I want to ask those who know all these points better.
This is for PVE, not PVP.

The second can only be pumped up to +9, I can’t pick up the materials in the world.
If it was about the second staff from the name, then it is pumped up to 25+
