They can always add really depressing towns that end up worse with the main character interaction. It would blend in the aesthetic...

I hope the ghostflame devour them all!. You can interrupt the "crazy" ritual of the few frenzied villages but something to leave your mark......now i think about it Jarburg you can just go and br....no, im not a monster. Breaking jar kids? no.....
Do you mean the village on the Weeping Peninsula? So we are at four villages now, three crazy, one of jars. What about the liturgical town, and Sellia in Caelid?
More. Zamor ruins (demolished by fire giants), the Volcano manor is basically a prision city and one big city (the commoners count as citizens....) so we dismantled the thread with good arguments!
Oh and Jarburg can be considered a fully functional village, they even want you to become the next potentate.
OP im sorry man, play more the game with an open mind. First understand the state of the whole world then learn something about the lore behind the few standing settlements. You came here complaining about the lack of "life" so here you have a lot of it (you never specified the state of the alive denizens of the towns).
Maybe someone can mod the game as follows: Put non-reactive NPCs in all the castles, villages and towns, plus one quest giver each. Quests ask the player to kill 10 rats or collect 5 turtle necks :p
