I mean, if you dont have severe stuttering. And this game stutter a lot depending of your gear combination.
The preference is always 60 or above, but anything above 30 is totally playable.
Surely it's a worse experience in general, and you will be punished harder, but I suppose it's better than not playing at all, no?
I would suggest to work around with game settings, to improve the performance.

Moving a game to SSD and forcing its process to High Priority, gave me the biggest performance boost tbh; pretty much nivelating all stuttering.
45 isnt aweful if you grew up on consoles.
If you play with a controller it should feel smooth tbh.
If you play other games at 60fps your eyes will need a couple of minutes to acclimatize to lower fps. Had this experience while playing ds3 on PC at 60 and Bloodborne at 30.
