And this is with pretty much a pair of each "rare" weapon of the game upgraded +10.
So NG+ OR....someone traded/drop them some +10 weapons. Nothing unreasonable here.

It's really not that complicated. You can also cheat with CE pretty easily...
Despite it not being detectable by software as cheating.
Its ironically very easy to see who has a cheated save by how much they spam normally very limited consumables such as star shards or rot urns(Especially in low level areas).
I wonder how people make YT videos where they have few lvl125 characters and all of them with all weapons maxed out and at least times two for dual wielding. That's 36 ng+ runs.

I have no idea why the devs keep making super rare items. Everything should be easy to farm/buy from merchants.
How players have two copies maxed out? 600 upgrades to the max.
I don’t think they would risk cheat engine and risking a ban.
