Iirc the easiest way to dodge it is chaining Bloodhound Step --> dodgeroll --> Bloodhound Step, you can reduce the time you need to spend dodging if you run away from her to make the first bunch of flurries not even be in range
as soon as she rises into the air and lifts her sword, don't roll, but SPRINT away from her. waterfowl dance has 3 slash combos. the first she does a set distance away from where she starts the attack, then she has a about one second pause, then another flurry, then another pause, and the third flurry jumps to your position so you cannot outrun her. instead when she dashes towards you turn around, dodge roll twice into the direction she comes from and then you did it. takes some practice but is entirely possible, though i recomment having light load against her, because she rarely hits only once, if she does she's healing herself quite a bunch, so to avoid it better dodge about everything. i know, easier said than done, but still.
it's very difficult, however, and in general if you're struggling with Waterfowl Dance the best solutions are preventing her from using it in the first place. In particular Frost Pots will, in regular NG, inflict their status effect in a single hit twice before her resistance grows too large for a single hit proc. This resets between phases, meaning that if you carry frost pots, you can throw one and stop her from using the attack unless she does it more than twice per phase.
Because she moves toward you with the first two attacks, you can reduce their impact by rolling toward her, which is what I often do, because I haven't learned how to dodge it instinctively, yet.
that also applies to the bloodfly swarm incantation, if you have some distance you can cast it while she's in the air, making it trigger during her first flurry. as long as you didn't trigger it beforehand to make life easier dealing damage. i think there's also a pot equivalent that applies bloodloss, but not sure about that, and by implication never tested that one.
She is very difficult, but most of her mojo comes from that slash super attack.
Hint for you is to stock up on fan daggers, each time you get 1/3 of her HP, she probably will try the super. Take distance and lure her super with daggers. From distance you can evade it safely.
