Edit: it's likely they're metaphorical daughters, not her actual daughters.

It seems kinda similar to how Marika and Radagon had Malenia and Miquella even though they're the same being/inhabiting the same body.
Gowry seems completely defeated and forlorn after Millicent's failure. This suggests to me that the Daughters were finite. There will not be any more. He can't try again with new ones.
In Greek god fashion, it's possible the Daughters were born from the pieces of rotted flesh that sloughed off of Malenia's body.
They could be Cleanrot Knights that died and were reborn in the Rot.
Dragonirian claims they are manifestations of Malenia's mental state... but that doesn't explain where they came from. Did they pop into existence? Magically? I guess anything is possible.
The Daughters could even be Malenia's naturalborn children. Maybe she *did* sex someone. She was a grown woman. It's not that far fetched although her dating pool seems slim. I think only one of her fanatics would lust for her plague-ridden body. A Cleanrot Knight, perhaps?
The only other explanation I can think of is that they were born from the scarlet bloom she left behind. Immaculate conception. From the Rot half, were born the Pests. From her demi-god half, were born the Daughters.
Then again I'm not sure this holds water, as Malenia's first bloom seems to have been carried by Finlay all the way back to the Haligtree. The first bloom is not in Caelid. It's outside Malenia's boss room. So how could anything in Caelid be born from it? These are questions to which I have no answer.
Hang on a minute, she said they were mine! Do you have any idea how many runes I've paid out in child maintenance?!
Plus I'm pretty sure Gowry himself refers to Millicent and her sisters as flowers and buds like a dozen times so that seems like it might have a literal component to it.
