1) STR/FAI hybrid as you suggested. Meet minimum dex requirements for those weapons, and then pump STR to ~50 and the rest into faith. Clawmark Seal would be your best option for casting, but it'll won't do big damage due to the poor incantation scaling. This is the middle ground.
2) FAI with minimum STR/DEX. Infuse weapons with flame art and their respective ashes of war so they scale primarily off of faith. Use the Giant's Seals for the damage bonus to most fire incantations and better incantation scaling than the Clawmark Seal. This leans more towards casting, but can do melee just fine so long as you don't mind the lack of pure physical infusions. It also has access to sacred infusions and sacred AoWs.
3) If you won't be casting at all, pure STR already has access to the fire infusion and its own STR-based fire ashes of war. This is melee-focused, and it still retains access to the heavy infusion for enemies that are resistant to fire.
Hero and Prophet would be good choices for any of these options due to the low INT. Vagabond would also work if you don't need the arcane.
