Moonveil needs to be brought down to that level.
Anyone saying rivers is overnerfed was one of those people who used to use it. They're crying because they can't cheese people from a mile away with some oneshot spam bs.
Compare rivers of blood to say.. A dagger.. Guess what? It is still better, but i don't see you crying for dagger buffs.
Rivers is average now, as it should be.
Moonveil is a -serviceable- katana right now. It's only use is to keep people away from you as a caster and it is okay at roll catching. It's outclassed by the nagakiba which is a good weapon (not great).
Rivers of blood is useless now. It's not -average-, it's useless. It deals no damage and has no poise break. Also it takes forever to bleed something now. Garbage.
Lastly daggers are really strong right now. Bleed and cold daggers deal massive DPS with their new buffs (dealing 2k dmg in under 2 seconds). Also many special daggers have good weapon arts. They're a very safe weapon as well since its attacks are such low commitment.
Do you want every weapon to be useless except thrusting weapons?

Rivers of Blood is fine where it is. It just feels like it's been over-nerfed because it had been overpowered for far too long that people just began to use it as a crutch weapon, and now that it's time to lose the crutches and walk on your own two feet, you and people like you hate it. You hate that something just isn't given to you for free.
Rivers of Blood for the longest time didn't require anything other than the weapon to be the best of the best in a fight. Yes talismans and buffs made it stronger, but simply equipping the weapon and spamming L2, no buffs no talisman supporting items, was enough to carry you through all but the Crucible Knight bosses, and against any build a player tried to use against you. Now if you want to be efficient with it your build actually matters. Now you actually need to occasionally cast Swarm of Flies in between your Corpse Piler spamming to get the same bleed proc chances. But I guess that's too complicated for most people.

It's a cross, but I bear it willingly.
It's weapon art still has insane reach that can be used to roll catch. If you can't i-frame a thrusting weapons poke then that's a skill issue and not the weapons fault. If you want a Rivers of Blood with extra reach just get a Nagakiba with a Double Slash heavy infusion and Bloodflame Blade. Or dodge their thrust, hit them with one swipe of the weapon art, dodge the next, rinse and repeat until they explode in blood.
Or if you really wanna ruin a thrusting weapon users day, get yourself a high stability greatshield with shield crash, enchant it with the magic shield buff to give it the Barricade effect, then just charge through them and bonk them with the shield every time they think of attacking you. Get the shield in Caelid that inflicts bleed build up for the lulz.
I stayed away from all the easy stuff, so to me the katana works just fine; but for some subspecies person who always uses the easiest stuff, it must seem completely worthless.
Daggers are good? Oh... Is that why nobody uses them? Is that why people using daggers always get dunked easily?
They nerfed status stacking with dual wielding weapons also, which means they're not good, they suck even more now. And they are NOT safe. You have to be pressed into the enemy to even touch them with the daggers, and the tracking is terrible. Someone with a spear is doing 180 degree tracking on hit. Daggers you'd be lucky to get 30 degrees.
As someone who never used broken garbage, rivers seems fine to me. You're just too used to it nuking people down in one hit whilst stun-locking them. Time to play properly now, sorry kid.
