But yeah 60 vigor 60 dex is legit. I usually put points into Arcane for bleed :)
Pure dex is just boring. U need the bleed to support it.
The former has a range depending on a weapon's scaling and damage type(s). For example, the St. Trina sleep sword reaches its cap for DEX scaling at 56 DEX.
The latter is the hard cap for DEX and other attributes in general (STR, INT, etc). The 60-80 range works best on weapons that have exceptional scaling with DEX, such as the Urumi whip and Guardian Swordspear. As other's have stated, it's not necessary for both PvE and PvP.
Remember that you can stack multiple effects from gear, Physick, Godrick's Great Rune, etc. to reach the 80 DEX hard cap.

I assume it's a community hold-over from the previous games where STR users would meme on DEX users for being 'weak' compared to their 'manly strength' build. DEX is extremely powerful this time around with how amazing katanas are. It's just that status effects are also very powerful and synergise well with katanas.

I see. Thanks. I had a dex build in Dark Souls 1 and did fine. I guess something happened in DS2 / DS3 that I wasn't a part of.
Scaling on physical damage is often 18/60/80 by default, 20/60/80 on keen affinities and some unique weapons, and 16/60/80 on quality affinities.
60 is pretty much the sweet spot, before you start focusing on other stats.
As for DEX builds being weak in Dark Souls is a ridiculous claim, best PvP builds in Dark Souls were focused on DEX.
