Normal weapon stones are +3 levels each stone (up to +24, stones that can be purchased at shop after you collect the correct item and give it to the merchant) and a final upgrade stone (+25)
Somber weapons are +1 each stone (that also can be purchased at the same shop given the item to the merchant) and a final upgrade stone (+10)
My advice on sticking to one weapon is, don't. You will find you have a lot of extra upgrade materials. And, various bosses and enemies can be extremely resistant (even immune) or extremely weak to certain damage types. So, plan to use more than one loadout if you want an easy time of it. :)
Don't sell any weapons unless you are 100% sure you are not going to want it later.

I like to upgrade weapons parallel for a few reasons. For one, it won't lock you out of multiplayer by having weapons that are upgraded too high for your level. Secondly, it lessens upgrade mistakes. In case you end up changing your mind later about something. Also, it's a nice little bit of an added challenge to have weapons that aren't too strong. I'm not good enough to do a level 1 run, but I am trying very hard to not over-level.

*I'm using items that add +11 Vigor. So I'm actually playing with 39 vigor right now. In case you're wondering why I stopped there. I like to not go to 40 un-buffed until much later in the game.
**This is a very old character, so I messed it up when I created it (I think March). So I actually plan to strip out the strength and change it later to this:

Dexterity 39
Vigor 30
Also, remember that on every single zone's map, the RED map graphic cave icon thingy is a tunnel. Tunnel = upgrade materials. Understanding this will keep you from having to rely on guides which could contain spoilers.
