They all are albinaurics; the old men are first generation albinaurics, the frog-headed, cartwheeling ones are second generation, and the ones who grab you in volcano manor are crazed versions of first generation. Add to the count the female ones (supposedly first generation, too), deadly wolf-riding arcane archers, unable to move when dismounted (Latenna is one of them).
First generation albinaurics are affected by a degenerative disease/condition which causes their legs to eventually fail and disappear; when this happens they usually die

Yes, Latenna says this to you when she joins you after showing her one half of the Secret Medallion.

Her quest is to ensure the next generation of Albinaurics are birthed through her larger sister. How this works exactly is unknown though.

Yeah, as others have said they are artificial life forms. The word "Albinauric" is a reference to albinism and the Latin word for gold "aurum". It means that albinaurics are untouched by the influence of the Erdtree and its cycle of life and death under grace.
