Rivers of Blood hands down. Hand of Malenia can be easily interrupted in a player's hand.

Judging by a playthrough of a certain youtuber who used both weapons and basically only spammed their AOW in PVE, I'd say Rivers of Blood. You can get interupted pretty easily during Waterfowl Dance and worst of it all is that enemies can knock you out of the air straight onto your ass which leaves you even more vulnerable after already taking damage.
