Yep, people tend to ignore what strengthening ideology and complaining about the "fickle nature of gods and demigods" means, because in Elden Ring Gods and Demigods aren't the same as the Outer Gods and Goldmask was concerned with the former being no better than men.
So yeah, it's at best a weakening of free will and the strengthening of the Goldrn Order with nothing aimed towards the Outer Gods themselves.
It is the fixing of a flawed system with the potential for perfection, where the only real thorn lodged in the workings is the insidious influence of the outer gods and the selfish indulgences of Marika/Radagon and their demi-god children, all of whom by the time of the Age of Order are either entirely cut off from interfering or outright murdered by the player's own hands.
Because it is literally warping the laws of reality in order to strengthen ideology, and an ideology that was legitimately authoritative and brutal in its oppression of anyone that thought differently then themselves.
