Thundercloud Form
I was in a duel with somebody. Things were up close and personal - I avoided their hits and got them a couple of times with my Darkmoon Greatsword.

Then, they used Thundercloud Form from their Dragon King's Cragblade.

This caused them to turn into a small cloud that floated up in the air, and since I was close to them, I instantly died. Lost 100% of my HP, because they turned into a cloud.

They didn't do the big bad charge attack with it, they just turned into a cloud that insta-killed me by proximity.

Is this fair and balanced?

It felt like I got robbed by an OP ability that instakills just from turning it on, didn't even have to aim or hit at all.

I mean, it's a cloud filled with red lightning. Clouds don't hurt, but lightning does.

Can't add any wind-up for that instant-death bubble it has? Or, maybe, it should only do damage in its active phase that requires some level of calculation and aim.
You don't just turn into a cloud. You turn into a cloud then come slamming down in a very high damage attack with the sword. The longer you hold L2 the longer you stay as a cloud but if you just tap L2 the attack is almost instant and does massive damage. That's probably what happened.

If you're locked in melee with somebody and close to them when they enter cloud form, you die instantly.

That's what happened to me.

He didn't slam down, he didn't move in any direction besides upwards as he transformed into a cloud.

Just being next to this cloud caused me to lose all of my 1500 HP.

Seems broken as broken can be.
