Just fyi, base bleed buildup is meaningless if they're using blood affinity on the weapon. Every weapon of the same class will end up with the same bleed regardless of whether it had bleed to begin with. People use these specific weapons because of things like reach or slight differences in moveset, or just to be trendy - but they're not actually that special when used with infusions for status buildup.
blood affinity reduces AR that's why people choose weapon with bleed to begin with.

occult doesn't apply bleed to non-bleed weapons unlike blood affinity.

Briars of Sin – Decreased recovery time. Increased blood loss buildup on enemy
Briars of Punishment – Decreased recovery time. Increased blood loss buildup on enemy
Bloodflame Talons – Decreased FP cost and increased cast speed. Decreased recovery time.
Bloodboon – Increased damage. Increased cast speed and decreased effect start-up time, decreased recovery time.
Swarm of Flies – Decreased blood loss buildup on enemy.
Bloodboon Ritual – Increased cast speed.
Fixed a bug where the animation when inflicted with blood loss and frostbite was bigger than originally planned.
Fixed a bug that causes scythe to lose blood loss effect if poison affinity is applied to the weapon.
Decreased the damage and bleed build-up of weapon skill “Corpse Piler” when hit with the blood attack. When hit by the blade, the damage is only decreased slightly

OK - so what's out theme? Recovery time was too damn high. Some spells didn't do enough bleed proc while others dealt slightly too much. Casting speed was also upped, so this paired with the recovery speed adjustment balances out the high proc rates (more time to use an item or get away). The animation also got fixed similar to madness (more like adjusted to make it "fair"). Lastly - the RoB nerf we all know and love, but also I noted Scythes got fixed to do Bleed when Poison is imbued (fixed it from not doing this).

Lets also look at bleed in... well Bloodborne's version of madness (which was a bleed) did about 80% of your health-bar guaranteed. And this never got touched or complained about.

All in all, I say bleed is roughly where it needs to be. Time to raise some other stuff to the top though and make some contenders. People keep asking for a nerf, but it is interesting they always assume their build is perfect and so they are working 100% as intended (just not bleed - that thing scares people).

Its Powerstancing Bleed weapons, primarily Spears, Curved and Twin weapons.

Seppuku as well which worsens this problem.

It allows to proc bleed almost if not downright instantly with 1 or 2 hits, which is simply not ok.

But the argument is a pvp/invader issue pve players love the stuff. Nobody is right yet nobody is wrong
I mean, PvErs are more in the wrong there.

PvPers want the thing to be balanced, PvErs basically just say Shut up and deal with it, ignoring the issue.
