Think of it as a almost -% of FP cost on spell cast if killed in 1-hit.
Another example is if you can find a good situation to kill several targets like slimes, rats, soldiers, etc. in a single cast such as with the Night Maiden's Mist spell. You can stack it with some other +FP recovery options like Sacrificial Axe (+5 FP) and/or Sword of Milos (+5 FP) on kills for a total of as much as +13 FP on kill if going full melee briefly or +8 if just one in off-hand while using magic to kill.
Further, consider what if you are using additional actual -% FP cost effects like Scarab headgear and/or Primal Glintstone Blade (as caster) / Carian Filigreed Crest (for weapon art spam/use).
For example, you use Primal Glinstone Blade as caster for -25% FP cost on spells.
That prior 10 FP cost example plays as follows if killed in 1 cast:
- 7 FP (Just Ancestral Horn)
- 2 FP (Ancestral Horn + Offhand Mils or Sacrificial)
- 5 FP (Ancestral + Primal)
- 0 FP (Ancestral + Primal + Sacrificial/Milos)
Etc...
Didn't even include Scarab headgear in that example because I don't know how it is calculated on to of Primal and too lazy to check atm.
Don't forget this may also have applicable use for Ash of War oriented builds meant to regularly spam or kill in a single cast or two, possibly with the other boosts as mentioned.
Further, odds are many players might even be using a melee weapon for some easier kills or to preserve FP in which case it is purely a net boost since no FP expended for that particular enemy.
Now, on the point of Assassin's Cerulean Dagger if you're willing to sneak up or poise break (such as FotR Misericorde spam or such) then it will clearly outperform with the least equipment demand. That said this talisman is kind of overtuned, imo, so it isn't surprising it can heavily outclass other options with the least downsides in some cases.
