This is actually one of the reasons Rogier's own fate is tragic because he is chasing this conspiracy rabbit hole and never got to know the truth. Rather, seeing Ranni's own responses to questions relating to all of this she is completely bereft of any guilt, and her demeanor is not one of those who are selfish or above others but rather self-sacrificing. It is one of the more interesting twists in the lore, imo.
