I'm planning on buying a laptop, I'm too broke to afford a full on gaming setup. I plan on getting one with :
Intel Core i7-7700
GPU is on the title
16 gb ram

You can probably run the game, although I wouldn't expect 60fps.

Would I get 60fps on low or medium graphics?

Oh I don't plan on playing online, since none of my friends have the game on PC anyways.

open world areas are a lot heavyer then for example a small dungeon, lots of parts in the game will be a problem for you, my guesses are based on having a pc that is a littlebit better on all fronts.

You will able to run this game at low settings.
Open area like Limgrave: 30-45 fps
Close area like boss room, cave, dungeon: 45-60fps
Playable
Lower the resolution to 1600 x 900 or 1280 x 720 may help too

playing on 1050, 8gb, i5 4570. no problems, so far. some crashes at the beginning. now nice and smooth, no stuttering at all. quality settings - medium.
