Sounds like a corrupted file. Or a fake one put in its place.

Or, EAC needs to be re-installed/repaired and acting funky.

The cryptbase.dll is an executable file on your computer's hard drive. cryptbase.dll is the Base cryptographic API DLL, Non-system processes like cryptbase.dll originate from software you installed on your system. Since most applications store data on your hard disk and in your system's registry, it is likely that your computer has suffered fragmentation. Most cryptbase issues are caused by the application executing the process. The surest way to fix these errors is to update or uninstall this application.

I tried to delete it, but my laptop started to freeze after this, I had to run a Windows restore point.
I have Malwarebytes antivirus but it does not complain about this file.
Have you any idea how to delete this file?
Try to open cmd prompt with admin/powershell with admin & paste: Dism /online /cleanup-image /restorehealth wait until it’s finished & then Sfc /Scannow

If that doesn't work, do what dark-breed suggested: wipe your drives clean and do a whole, new install of Windows, a fresh install of Steam, followed by your Steam library. If you have multiple drives handy, it would be a good strategy to install Windows and the Steam application on your C: drive, and keep your entire Steam library on its own drive, if at all possible. And uh... practice 'safe' browsing habits and be extra careful about what you 'choose' to install on your computer so you minimize your risk of ending up with trojans/malware.

I do not know why my post is gone but if you use Windows 11 check the Windows Version Number if it is a preview Version without that you activated previews you have to reinstall it anyway.

I checked this . I do have a preview Version Windows 11. I will reinstall it

If your 'Preview' of Windows 11 was installed on top of Windows 10, previously, or I think if you still have your Windows 10 license key, upgrading to the full retail version of Windows 11 might actually be better than reinstalling the Windows 11 preview, considering all the security updates that've been released for it, ever since. It's worth stating that upgrading from Windows 10 to 11, with a Windows 10 license key is still free.
