seluvis quest not working?

so i gave nepheli the potion and she left roundtablehold but what do i do now? i also went into his secret lab but he still wont talk to me is the quest bugged or is there something else i need to do?

You keep doing Ranni's quest until she kills everyone off. Then you get it from Pidia.

I think you need to buy out all his spells and at least two puppets. According to the wiki.

the problem is that he wont become avialable as a merchant even though i followed the steps to this

You keep doing Ranni's quest until she kills everyone off. Then you get it from Pidia.

I just confirmed it personally last night. You get it from Pidia when he dies.
