Edit: or it allows you to cast spells, specifically incantations.
There are better seals that you can find later, but since you apparantly don´t know yet which style of magic you are going to use most I recommend sticking to this seal for now.
In order to cast spells you need to assign them first which you can do at any grace.
It actually prevents fingering.
Get yourself a better one OP. All you have to do is avoid a homicidal chariot, a legion of ghosts and some poison.

Staff is used to cast Sorceries - these are mostly DPS, non-elemental Magic damage (other than Frost). There's no healing, a small handful of buffs and Frost status, but it does damage and it does it very well. Intelligence is the stat used for Sorcery, increasing your damage. Scaling on Staves is the same concept as Seals or weapons: increased with smithing stones, higher scaling is always better. Astrologer and Prisoner start with a staff and at least 1 good sorcery if you want to see how those work too.
For Incantations, there's a few ways to get to the Roundtable Hold, which has a monk who sells a few useful Incantations like Flame Sling (throw a fireball, kinda short distance) and Catch Flame (melee range, like a Touch spell from Oblivion, but its fast, cheap, and does great damage). Cure Poison is helpful to learn too, does exactly what you think it does.
The sword that Confessor starts with is also a pretty solid weapon btw, if you're not sure what to use its a good choice till you find something you like or it can honestly get you through the whole game.
And if that is too cryptic, use this thing called Google, I hear it's almost magic.
Instead of puking lazy drivel on a forum about something that is self-explanatory or at the very least easy to find out by yourself.
Now, everyone can ask a question, and that is good and right and also partially what forums are for, but you could at least have tried to understand before asking such a question.
People, me included, were likely not taking you seriously and / or suspected a troll (as there's a bit of a troll problem here), and you wouldn't be the first to innocently ask a "No Duh" question in order to get responses.
