need help at halig tree drainage channel

i don't know all the rules for summoning (i mean the things they don't tell you , such as level difference allowing summon or not etc. ) that being said here are the details

i'm doing millicent questline and need to kill this scarlot rot dragon thing, i'm in drainage channel site of grace with multiplayer password "rot" i'm level 147 .
