Since you are a mage tho you can possibly infuse cold on hoslow's and that would be quite alright.
So i say if you wanna go bleed with whips go all bleed otherwise infusing cold seems more logical.
Dual poison-infused Spotted Whips from DS2 would beg to differ.
As for your question, pick whatever helps you the most in the moment. For example, both Crucible Knights and Erdtree Avatars are immune to bleed, but not frostbite. The latter are especially vulnerable to fire, though.

Honestly, I've found more success with a one-handed whip and something in the offhand that's faster for rollcatching and a get-out-of-my-face button.
The strongest attack on the whip is the rolling R1, and right after that the crouch R1. Dual wielding makes jumping attacks in particular much stronger, but I'd honestly rather just keep what was inherently good about whips and cover their weaknesses rather than trying to do something else well too.
