Even on RL 1 it does so much damage you can kill most lategame bosses in 5-6 hits
Golden Halb is literally one of the strongest weapons in terms of raw base damage. This is also a level 1 playthrough, which means the level you need to use something is relevant, but Golden Halb is doable with not too much effort (Godrick Great Rune and a STR tali or Rad Soreseal to 2-hand).
The only relevant infusions for a playthrough like this are usually bleed and frostbite, but percentage damage is relevant for bosses, whereas normal mobs tend to have wildly ranging health where percentage damage is rarely a pro. Infusing for heavy/keen is pointless, since you wouldn't have the stats to make them work -- you're after base damage, not scaling. This is specifically where the raw damage and good stagger of Golden Halb is strong.
You're not using Ashes of War on normal enemies with 10 Mind, you're saving that FP for bosses, which is when you swap out the Golden Halb for a bleed/frost weapon anyways (or a weapon with a Blackflame ability for status immune bosses).
