they are not the same as summoning pools
summoning pools are for real players
their summong signs appear at them and you can summon some random ppl to help

Summoning pool can be activated so you can do multiplayer, if you play online. This statue looks a bit like a T
The little pillars are present where you can summon spirits - but the icon on the left side will light up before you notice them usually.
Spirit Ashes are only summonable when you are in the prescence of little obelisk markers dotted around the world; you'll note that one is present in basically every boss room, because this is the object enabling spirit ashes in that room.
As shorthand, just check for the bluish gate symbol near the left corner of your screen: If this icon is present, you can use the bell. If it is not present, you can't use the bell.
